3.1. PIP Regulations and Commentary
Eligibility for the Daily Living and Mobility components is based upon the application of activities, descriptors and points as laid out in the Social Security (Personal Independence Payment) Regulations 2013.
If an Appellant meets multiple descriptors, apply the descriptor with the highest points value. If the sum of the points awarded from the different activities exceeds 8 points or 12 points the Appellant will be awarded the standard or enhanced rate respectively for that component.
Activities and descriptors are given below, with commentary.
Daily Living Activities
- Activity 1 – Preparing food
- Activity 2 – Taking nutrition
- Activity 3 – Managing a health condition
- Activity 4 – Washing and bathing
- Activity 5 – Managing toilet needs
- Activity 6 – Dressing and undressing
- Activity 7 – Communicating verbally
- Activity 8 – Reading and understanding
- Activity 9 – Engaging with others
- Activity 10 – Budgeting
Activity 1 – Planning and following journeys
|a) Can plan and follow the route of a journey unaided.||[0 points]|
|b) Needs prompting to be able to undertake any journey to avoid overwhelming psychological distress to the claimant.||[4 points]|
|c) Cannot plan the route of a journey.||[8 points]|
|d) Cannot follow the route of an unfamiliar journey without another person, assistance dog or orientation aid.||[10 points]|
|e) Cannot undertake any journey because it would cause overwhelming psychological distress to the claimant.||[10 points]|
|f) Cannot follow the route of a familiar journey without another person, an assistance dog or an orientation aid.||[12 points]|
Activity 2 – Moving around
|a) Can stand and then move more than 200 metres, either aided or unaided.||[0 points]|
|b) Can stand and then move more than 50 metres but no more than 200 metres, either aided or unaided.||[4 points]|
|c) Can stand and then move unaided more than 20 metres but no more than 50 metres.||[8 points]|
|d) Can stand and then move using an aid or appliance more than 20 metres but no more than 50 metres.||[10 points]|
|e) Can stand and then move more than 1 metre but no more than 20 metres, either aided or unaided.||[12 points]|
|f) Cannot, either aided or unaided, (i) stand; or (ii) move more than 1 metre.||[12 points]|
• To stand one must be upright with at least one biological food on the ground.
